Frank Long Winn (b. Oct. 4, 1864, Winchester, Ky.-d. Feb. 24, 1941), Major General in the U.S. Army, graduated from West Point in 1886 and saw action in the Sioux Indian campaign, in Cuba during the Spanish-American War, in the Philippine Insurrection, and during the Mexican Punitive Expedition.
